You can get dynel rope from John Sweet. I have some, it is not to dense, kind of a tube... but it is what a lot of whitewater paddle makers use. The dynell is tough stuff. I think that it might help to cut a very slight cove in the edge of the paddle, lay on the rope cover with plastic wrap or the like and then sand to final shape. That is what i picked up from WW paddles anyway, less abused ones might go differently.
