Hi Johnnie;
Today I was planing the white ash stem laminations, and I had spots that tore from either direction as you found. Reducing the cut and closing the throat on the plane helped, but did not completely eliminate it. The tears were reduced sufficiently so that as Paul said, in the end, sanding will provide the ultimate solution. I see it to some degree in cedar as well, but there, backing off to a light cut will almost always produce a smooth surface.
