Or am I misunderstanding the question? If you are using graph paper, I imagine it would be tough on the eyes to convert and plot, but then use your computer to calculate all the conversions. Or if you want a piece of graph paper with 1" grids in 1/10" increments, I'll look around and see if I have a piece that could be sent and you could photocopy as many as you need. PS - most of the woodworking rulers and tape measures we have in the US are graduated in 1/16th of an inch ... I've never seen a ruler in 1/10"'s or 1/100th"s.
