It is a 10" diameter (for a 10" saw) by 3/16" thick steel disk that replaces the saw blade in your table saw. The sanding disks glue on with the standard disk adhesive both sides are can be used. I got mine at Sears years ago.

The problem with them is that the table saw blade speed is too fast for the correct sanding speed. They work fine if you use sharp sandpaper and don't use too much pressure especially with hard dense woods.
