I think I have the exact same problem as you do, and in my case it's due to having my hands cooped up in the gloves. The same think can happen to my feet if I wear non-breathing footwear like neoprene booties. Generally it happens on my hands -- I get a whole mess of itchy teeny little blister-like things in between my fingers and on my palms. I've tried latex powdered, latex unpowdered, vinyl unpowdered -- they all had the same effect on my hands. But due to some excellent information here on this BBS, I tried wearing a pair of thin cotton work gloves under the rubber gloves, and it has helped immensely. Recently I didn't have these cotton gloves available, so I cut large holes in the backs of the rubber gloves to let my hands breathe better and it seemed to help, too.
