I like the snug feeling of a small cockpit, but it will be a bit of a detriment when launching into surf...

Actually they did -- it was called a 'tuiliq' (pronounced twee-lick, I think.) It was kind of a all-in-one paddle jacket/spray skirt that was hooded and allowed for better freedom of movement than a spray skirt and jacket. Of course they were made of seal skin, not neoprene.
