cratering/fisheyeing in epoxy coatings

Has anyone else experienced cratering (also called fisheyeing), while applying the second or third coat of
epoxy? It seems to happen only when applying epoxy over a cured/sanded epoxy coating, and I have only experienced it
while using RAKA brand epoxy. Is it possibly a problem only with thinner epoxies?
