Tom,
If you have a completed frame (deck beams, floor beams, diagonals and stringers), one layer of the thin glass on the outside of the hull should be fine for light use. If you want more abrasion resistance, add more glass to the hull. Instead of taping all of the panels together, just epoxy them to the frame, use staples to temporarily hold them like on a stripper. Be sure to precoat the inside of the panels with epoxy the day before installing them so you wont have to apply it through the framework. You may still want to tape the keel for abrasion resistance.
I've been using Raka's basic (read cheap) resin with their fast and slow hardeners, I always recoat withing 72 hours and blush has not caused any problems yet.
I used Raka on top of System Three with no problems.
