Hy Heather,

I've done a lot of kayaking, canoeing, windsurfing, and diving in the Sea of Cortez. The one thing that I've learned is that the conditions can change drastically in a very short period of time.

Currents can range from weak to very strong in just a few meters (sometimes in opposite directions), the wind can be clam and still in the morning and then blow hard for days with out any signs of letting up. Temperature and dehydration are also big factors. Knowing a little Spanish helps.

I don't mean to discourage you. I've had some of the best times in my life in the Sea of Cortez. But, I've also been beaten half to death in my tent by sudden windstorms (some friends still tease me that I needed a good caning).

I recommend that before you make any extended trips into the Sea of Cortez make sure you know your kayak and your gear.

Back to your question on a rudder. The most important thing is to learn to use you your kayak with out a rudder first. As for the water conditions, Close to shore (0-100m) you shouldn't to need a rudder, Farther out (100+m the rudder helps maintain control and direction. I have found that using a rudder makes it the trip a little more enjoyable and a little less tiring.

You might also read the book "Keep It Moving: Baja by Canoe" by Valerie Fons. Fons and Kruger canoed around Baja and this is her journal. Lots of insight.
