mounting a Feathercraft rudder

I ordered a Lge. Feathercraft rudder and when it arrived I discovered there was no mounting bracket. I was told these brackets have to be fabricated by the builder. Is this true, and if so, is a wooden mount strong enough, or should I have a metal one made?
