Scarfs on Millcreek 13

I am trying to build this boat from the offset table plans given in "The Wooden Boat" and it shows the scarfs being cut after the hull patterns are fully cut out. It seems therefore, that I should add a 1.25" length (8:1 for 4mm) to the panel to account for these joints. How do I add this length without throwing off the fairness of the curves or should the panels be drawn "after" the scarfs joints are made.
