Remember, this guy is planning to paddle across the Atlantic ocean. Maybe he wants to do some hydroponic gardening on the way. Using real beans, if the seat gets wet he could have bean sprouts in a couple of days. Might be a nice addition to whatever dry foods he packs.
Seriously, though, a bean bag filled with styrofoam beads would provide some flotation (an alternate to a paddle float?) and is certainly cheap enough.
