Raised Grain

Just finished putting a saturation coat on the deck of my Arctic Tern this weekend and this morning found that the surface was a little rough, as though the grain had absorbed epoxy and lifted. I used a foam brush to smooth out the epoxy during installation and it was as smooth as glass earlier. In areas where there already was some epoxy, it dried glass smooth. What's the best course of action before applying cloth? Should I sand with 150 (or finer) paper? Use a scraper? Do nothing? As this is the most noticeable part of the kayak, I'd like it to look good.
