Sorry, I didn't see this post before responding to the other one. This could be a fisheye problem and because of what you have described I would look at things like:

1-the cloth you used to wash the surface down. If these rags went through the laundry with a fabric softener they will be covered with silicone. This is a major ingredient in fabric softeners.

2-check any solvent or water source for contamination from other sources. (WD-40 being sprayed in the area of water bucket storage is a favourite one. Allowing solvent to contact a contaminated rag and then slosh back into the can will contaminate the whole can.

3-did you eat before applying the last fill coat and fail to wash your hands. A painter friend of mine calls it "hamburger hands" and freaks on the preppers if they do this.

4-was something else being done in the work area before or during the application of the last fill coat? ie.-someone washing a car and using vinyl protector or tire cleaner or wax or a soap/wax combination.
