1/4" is a good general rule of thumb. Mostly that is for safety though. I don't think it is a lubrication problem either. Dry wood usually cuts easier that wet. My guess is the fence, or the not so pleasant trundle out of alignment. The wood will burn if fed too slowly, but, the offset from the mitre tells me that there is an alignment problem somewhere.
