If you look at the Glen-L web page under stitch and glue technique, that is what they do. The epoxy makes the surface fibers of the plywood much stronger in tension so if you are using luaun or other cheap plywood or making some real hard bends it makes sense.
The only draw back of epoxing first is the bond between green coats of epoxy is better than relying on the mechanical tooth from sanding between hard cured coats.
I have tryed it both ways and perfer to seal coat at night and the next morning use a cabinet scraper to remove the hard fuzz that raises from the grain and immediately apply and wet the glass cloth. I avoid the sanding because it takes too much time.
