Varnishing and temperatures

My frustration level is truly rising. Here it is almost mid-June and aside from a short hot spell in June (when we had a house full of company), our average temps are not not topping 60. I have been told that my garage should be at least 65 to do any varnishing; otherwise, it would never set up. The garage will heat up some if I open up the door, but then I get little white fuzzies that fly in and attach to the varnish. Suggestions or clarifications on the temperature issue would be appreciated. Nancy
