The federal government is a government of enumerated powers. And regulating commerce is certainly among these powers, so NHTSA vehicle regulations and HIN requirements can be imposed by Congress. What Congress can't do is commandeer the states to administer such regulations. If the states do so, it is by choice or in response to inducements. I meant only to respond to George's suggestion that the states don't have a choice in the matter, but rather are compelled to require HINs.
