I use black electrical tape on black bungie cord. Before I cut it to length, I figure out where I want to cut it, and wrap that spot a few times around with the tape, I then cut in the middle of the tape. This gives me a finished end on both pieces of the cut cord. They have been holding for about a year now without any problems. It is very quick and actually makes cutting the cord pretty easy.
