: I just put on the strip of glass keel tape that gets sacrificed thru

: keel tape is not. Can I just apply epoxy to the keel tape to fill it and

You can fill just the weave but if the epoxy on the rest of the hull is fully cured, you should lightly sand outwards 1 or 2" from the keel tape to improve the mechanical bond. You don't need to apply epoxy to the entire area you sand as you have to sand prior to varnishing anyways. Just don't sand agressively or with to heavy a grit.
