I had a tricky section on the deck my Outer Island where the strips wanted to lift off the forms just aft of the cockpit. They wanted to lift off ~1/4" or so, but I forced them back down with some clamping and continued stripping. Once the next few strips were laid, there was enough built-in strength in the deck to keep the strips where they needed to be. I ran a few screws into the form to have something to clamp to, then used long-reach C-clamps to force the raised section down. I also used cinch-straps wrapped around the entire kayak with some wood blocks forcing the problem areas down.
