Yes, in a couple areas on my hull & deck I was able to steam panels into conformance against the forms. I was building stapleless and sometimes those strips would just not cooperate!
In dealing with a bulge, however, other forces are at work. That is, there is too much wood for the allotted space! I had a small bulge in one area of the hull, and no amount of steaming would make it go away. It might disappear for a day, but it would pop right back out. I used Rob Mack's advice from my construction plans. He suggests that if a bulge develops, cut the glue line or lines in that area, remove a little material from the strips, and re-glue. Hank's technique of glueing sandpaper to a putty knife worked for me there.
Use a sharp utility knife to score through the glue line in several passes, insert the prepared putty knife and sand the seam, and re-glue while squeezing it all together with strapping - No more bulge!
