Okay, so let me get this straight, if I build a panache, I have great tracking, don't need a skeg or rudder, just a mile to turn it around, but that's okay, but if I build a boat that has less tracking then either the boat is poorly designed or it's to much boat/ conditions for the paddler.
Take that great tracking boat and go play in a rock garden and see how long before you wish you had a more maneuverable boat.
Answer this question. Is a boat that lacks an prominent keel poorly designed or designed with other characteristics in mind?
All the skeg does is make a boat designed with other characteristics in mind act like a boat designed with tracking as a main concern. As Ross said, allows a wider range of conditions.
