I haven't built that particular kayak, but I have built another skin kayak, a modified Greenland kayak, the Putz Walrus. This one cost me over $200, but after reading Brink's book. I believe you could build it for about $150, if you are frugal. The Putz kayak uses brass screws, epoxy and monel staples, which add significant cost, the Brink kayak does not. People do build it for that amount, and some build it for a lot more. Some skins and coatings cost more than others, so shop around. Also some skins and coatings are better than others, but you can always reskin it in five years.

I will probably build it someday, but I like hard chined kayaks, so it will be a while.

The book looks easy to follow, and most steps are doable by one person, with basic tools. The difficult part is starting to skin it. This is easier with two people, but one can do it. You should be able to easily build it from the book, asking help from other builders here on the Internet.
