If you just want to build a kayak for cheap, I built the one in the center below for $140. I could have done it for less money and more work, but I took the easy way. It is based on the Putz design, but 'skinned' in mahogany plywood and fiberglass. It is one of my favorite kayaks. The one in the foreground is my $200+ canvas Putz Walrus, background is a Pygmy Arctic Tern.
