I like to use a wire brush on either a drill or angle grinder to rough out the concave sections of a seat - you are right Lee when you say that it is difficult to control these power tools in foam - they want to grab and "ventilate" the foam excessively. After roughing out the seat, a 24 - 36 grit disc used by hand (not attached to the tool) will help to fine tune seat.
The flat and convex portions of the seat are easily shaped with a surform rasp.
