After trying several type holders for bungee cords, the cheapest, least likely to bang my thumbs on and look okay is to use a short piece of one inch webbing.

I heat seal each end after cuting a 2-3 inch piece, fold it in half, put a small stainless bolt, washers and nuts thru the folded webbing and one hole in the boat, shoe goo the hole when I put the bolt thru.

They are also big enough to get more than one piece of bungee thru without grunting and cursing, and you can have you choice of color.
