In order to do this, you would need to use a small diameter double cable (pull-pull) around a pulley on the skeg or some form of spring loading on the skeg with a single cable. Cable much heavier than 1/16" would be difficult to wind around a reasonably sized knob. Fortunately, small diameter stainless cable is readily available. Bicycle cables could be used and they're available with Teflon coatings to keep things running smoothly. Depending on the distance between the skeg and the control, you might need to use cables designed for tandem bikes.
