Dean hit it on the nose. Those "experts" should be licensed and bonded in order to obtain a business license in the local jurisdiction from which they operate from. If not, they have commited an act of fraud which is a criminal act and subject to prosecution. They have a legal obligation to 'right the wrong,' in this case, both as a civil matter under breach of contract (you did not enter into contract to compromise your vehicle's integrity in such a manner knowingly, AND, they did not complete the installation process completely and to your satisfaction). Criminal complaint can be filed by the DA's office for fraud (good luck on this if in California, the lame SOBs are after politically correct issues to grandstand for political office). Keep these issues in mind when you GO BACK TO THE INSTALLERS. They have an obligation to right the wrong.

Also, I must point out another issues: seawater in the roof from paddling? The roof is actually two components with a void space. Seawater within the void will cause the continued corrosion of mild steel making up the roof. Thule isn't tagged for potential responsibiliy because of installation UNLESS Thule performed the act. The contactor is the primary responsible party. So, in other words, you have recourse here.
