White glue is a dairy product, and not waterproof. Elmer's is made by Borden, and even has a picture of a bull (how they give milk, I dunno) on the bottle.
The dark glue is usually aliphatic resin, and is water resistant when it dries, even though it can be thinned with (warm) water.
