I epoxied the hatch hooks on the night before with 15 minute epoxy, but they still didn't get a full cure. The straps were also too tight in the front, so I put strapping tape across them and they held on just fine. When the front hatch got warm enough in the sun, the hatch hooks let loose, but the tape held the hatches on.

I've since taken Shawn's advice to put 2 hooks on each side and to make sure they are bonded with a lot of epoxy (to the point of being filleted with epoxy). They are now holding just fine.
