Yes, you can use particle board for your forms.
Particle board doesn't hold staples quite as well as plywood, MDF (Medium Density Fiberboard) or OSB (Oriented Strand Board). The reason is that it is so hard and dense, once the staple actually penetrates it, it spreads, and doesn't "spring back" as much around the staple and hold tight like the other sheet woods do.
If you're building with one of the staple-less methods, it would work as well as anything else.
Also, if you already have it on hand, use it! No sense in going out and buying brand new wood to cut up if you already have some to use.
