I had the same experience. 3M worked very well for me.
If you are tempted to try any water based glue, be aware that paper can stretch significantly when wet, and the stretch along the grain is not the same as across the grain of the paper. Take two identical sheets of paper, soak one in water and then compare. The difference can be surprising. With an 8.5x11 sheet of Xerox computer paper, the stretch was zero along the length, but 1/4" along the width. A simple way of stretching your kayak in one dimension if that's what you want.
