In term of speed in building, you cannot beat a skin on frame. There is no need to wait for the epoxy to dry between coats. In fact you can use a good tarp, say the kind from Costco, for skin. For plan, there are a few mentioned on this board. Is that cheap enough and fast enough? If you use tarp, you do not need to coat it except at the seam. Float bag can be glue or solvent welt with PVC material from fibric store and solvent from sport store. Heating can be done with a soldier iron from your friently local Radio Shack-- you may have to play with heat setting and choice of tips for a good seam. To fill the bag, glue on a stem from a cheap beach ball -- no need for bulkhead! Everything can be done in a week's time! Beat this!
