I had the same problem when putting a second coat of System 3 on 2 Greenland-style paddles -- I must have mis-measured and the epoxy was tacky a good day afterwards. I took the advice of some people on this board and made a 'tent' over the paddles and put a couple of 100-watt lights under it. I was afraid of getting too much heat building up (given that I did this in my apartment), so I left both ends open to vent a bit, and the temperature stayed in the 80-90 degree range. It took a couple more days to get good and hard, but it worked.
Given that you have an entire boat, adding heat may not be as easy. If I hadn't heated my paddles, they probably still would have cured, just not as quickly. I'd give your boat a week and see what happens. When it does cure, you will need to sand the seal coat to get good adhesion for your next layer, but be careful not to sand back down to bare wood if you can help it. You might end up with some lighter-colored patches in places where you sand through.
