I work in yacht repair and we do a lot of polyurethane painting. My opinion is that you should not paint over exposed glass fiber. You may get solvent entrapment and print through later. You may also find the paint lays down differently over the uncoated glass and you may have a cosemtic flaw right from the start.

Either recoat with epoxy or use an epoxy primer. I'd suggest using an epoxy primer anyway in that it will provide a more easily sanded base for your paint and will fill in the minor flaws common with the resin. You can skip the primer if you have a full coat of resin with no flaws (pin holes, roller stiple, etc.). I find this hard and time consuming so we use primer for that function. Primer serves as a tie coat as well between the very hard resin and the urethane topcoat, making for better adhesion though the difference is probably not noticable over the relatively short life of kayak finishes.

My favorite epoxy primer is Awlgrip's 545, hard, very durable, very water proof, seals well, sands well, available in white or grey. I'd spray it, thinning as per the directions. I like Awlgrip paints a fair bit better than Interlux as well. We usually spray it, but Awlgrip can be brushed if you prefer, just use the brushing catalyst and practice some first to get the thinning and brushing techniques down. Use a GOOD ($$) badger hair brush.
