what I know is the free design s/w available at mariner kayak (.com) . I've never played with it. actually, I've never played with any design s/w, so my next suggestion might be foolish, or might not:

the design s/w don't know what are you going to do with the "hull" you are designing, so use your newly designed hull as deck ! I'm not sure if the measurments you have from your kayak's hull are enough for the s/w to create a deck, but you can take it from here.

another option for the computerfobians is to design/build the deck from cardboard & then transfer it to plywood.
