I had a temporary outside chine stapled through the hull to the chine. Then I formed it to the deck curve with the sanding block, and clamped the deck to it from the outside. Be sure to tape off both the deck and hull surfaces of the temporary piece before stapling it into place. With this, it was easy to clamp the edges of the deck down. After the glue set I removed it, planed the deck to shape, and put a 1/4 x 3/4 mahogany rub rail to cover the staple holes.
But your elastic will probably work, too. When you glass the inside of the deck, try to find a way to hold it in the correct shape. With the strip boats this is done on the forms. It fits together a lot better that way.
