I would not (glass) tape the hull to deck seam. Thickened epoxy on the shear clamp is all you need. I would go with Dean's suggestion and use strapping tape to hold things in place. On a CLC 16LT we built, the tape allowed us to adjust sections easily without having to wrap/unwrap a bunch of rope or elastic.
