I have experimented a little with peel ply. The stuff I have used is a nylon cloth treated to not bond well with the resin. It will make a fairly smooth surface with just the fine weave pattern of the peel ply as texture without applying a fill coat.

I don't think it is a substitute for a regular lay up followed by a fill coat. The ply tends to trap air which would otherwise float to the surface. These bubbles would be hard to deal with because they are not neccesarily right at the surface. They can be deeper in the lay up.
