I've tried to pass along what I know about polyester resin in a thread below this one, but I'm unclear about gelcoat - If it is PR, it should work fine over epoxy. I know of commercial mfrs. of surfboards that use PR over epoxy as the final clear finish, sanded and buffed to a mirror. I'm doing it myself on my kayak. But I don't know anyone who puts gelcoat over epoxy, in agreement with what you said. What could the difference be?
