Doesn't seem to, Larry. Maybe if you put enough on it would --- or if you painted on the thicker stuff that comes in a tall can and is used for tool handles. The spray stuff seems to absorb into the surface of the minicell for the first couple of coats, but, if the minicell isn't sanded really smooth, the end effect is more like non-skid than a shiny-smooth and slippery surface.
