Polyurethane construction adhesive works very very well on things like velcro. It slightly expands when it is curing like the thinner gorilla glue etc. but it is much more suitable for this application because it can be lightly spread like thickened epoxy I would reccomend spreading a very thin layer on each surface and lightly clamping together. You will need a little alcohol or thinner for immediate cleanup as it cures with moisture and as soon as it gets on something especially when it's humid, it starts to cure. Once it's cured there is no solvent and it's waterproof. The product that I am able to get locally is called PL Premium and it has performed well on my sailing canoe where I used lots of this stuff building the components {rudder assemble-leeboard assembly-maststep} and yes I used some velcro which I glued to wood surfaces and after two years I couldn"t pull the velcro off if I wanted to.
