One of the best glues I have found for this type of thing is 3M Weatherstripping glue, it might be a little neater to work with as opposed to the polyurethane since it does not expand. Good stuff, but stinky solvents , it sticks to pretty much everything and is really strong.

: to my hatch and the opposing straps to a small tackle box, but I can't
: find anything that doesn't just come right up. I've tried Goop, Barge
: cement, and Aquaseal so far with no luck. I'd just as soon not use Epoxy.
