Thanks for all the suggestions. I wound up by using tissue paper, that I rubber-cemented to a piece of regular bond paper (with tape on the leading edge). That helped to keep the tissue paper flat as it went through the ink jet printer. Unfortunately, my HP model doesn't have a "straight-through" paper path - so the paper has to curl around a roller, which is what was causing the tissue paper to pull and tighten up against the ink jets, resulting in ink smears.

I did iron the tissue paper first, to get some of the major wrinkles out of the paper; I didn't iron it again afterwards, because it didn't look wrinkled. I trimmed close to the edges of the image.

I already had glassed the Coho deck, and had two fill coats on, and had done a light final sanding. I put some epoxy down on the deck, using a paint roller, and then placed the tissue paper image on the deck. Unfortunately, because the paper was "flopping" around, I didn't get it either flat, or in the right place, when I first put it down, and so had to slide it around to get it in the right place, and to flatten out most of the wrinkles. Unfortunately, before I had a chance to get it completely flat, the epoxy soaked through the paper, and I started to get a tear as I was trying to flatten out a wrinkle. So, I just called it good, and rolled another coat of epoxy over the tissue paper.

It looks pretty good now, although not perfect; but, I do want to use it before the good weather is gone. What I may do is use the Coho for the next month or two, and then early next spring, sand it down, try to put on another image, and then varnish the whole thing.
