Interesting idea. I wonder if you might be able to make a modified "skin on frame" boat from PVC pipe and a "skin" covering of heavy duty plastic bags? You may be able to take a design like the one in George Putz's book and assemble the frame from pipes around some forms. As long as the boat did not have to last very long... Not sure how rigid it would be though.
