You may want to try this (I certainly have not.) Get a old Barbie doll of the right size, put clay over the bottom half and shape it to the shape of a fish tail, wait till the clay dry. In the mean time go find TAP Plastic or any art supply store that carry plastic mold casting resin. Buy elastic mold resin and casting plastic resin, READ the instruction and follow the procedure.
