Hi Jim, I use a spray bottle to apply the water directly to the surface of the boat while I sand and find that works great. I would not use 400 between coats, 220 to 320 works fine. I've used 220 in my ROB sander (no water)if I want to do a good sanding but the catch is that it kicks up dust and I have to wait a while to put the next coat of varnish on. You really don't need 400 and finer unless your at the final coat and are making ready for polishing.
