Hi Larry,
I thought that a tack rag would be the best choice to use prior to varnishing. I think that wet sanding with running water is the ideal choice, followed by drying off with a shop towel or paper towel (+ extended air drying to ensure the water has completely evapourated) and a final wipe with a tack rag just befor varnishing. This minimizes airborn dust and those nasty deeper scratches during grinding from a particle.
