upon inspection of the actual boat, a hole 1/2 inch inboard of the deck chine would put it just 3/8in from the hatch edge at the middle strap.

this might still be strong enough, since the deck at that point is triple-thickness (drilled through the spacer and hatch lip),

but i'd say it's more likely "outboard".
